Under New Management

For Matt

She was in her office smoking a "Red Apple" cigarette and chewing on the end of a pencil. The last few nights had been long and Detective-Seargeant Lacy Maria Velez was tired. A strand of her hair hung loosely near her face as she continued to much on the pen, a nervous habit that had taken the place of nail biting years earlier. She was anxious.

Her office seemed heavier than usual, with mounds of reports stacked and scattered about the small but closed off room. There were reports of all kinds: Police Reports, Evidence Logs, Coroner's Reports, Ballistics Reports, Lab Reports, etc. Lacy had put her signature to most of them, and the remaining few would be taken care of before she locked up her office and headed home. It was already very late in the night, and in a few hours time the sun would rise. Lacy was accustomed to working nights and sleeping days, but that didn't mean that this arrangement didn't take a toll on her.

Crime was high, although it was in a better condition than it had been when she'd joined the force. She took pride in few things, but Lacy was proud of the part she'd played in keeping things under control, especially keeping drugs out of the hands of children. She knew that drugs and kids was a personal issue to her, but that didn't mean she was any less capable of dealing with it. She often thought...

No more like Regina. No more dead teens.

... about the disastrous results drugs had on kids, and had made it her life's work to keep them out of kids hands. She sat there, almost dozing between sleep and daydream when she suddenly remembered she was still in the office and that she still had work to get done. She had more reports to sign off on, a surveillance to check in with and an interview to conduct. The interview was the most important thing that night, as she was screening a future member of her task force.

On her desk was a brown folder with the record of P.O. Scott Pierce. She'd selected Officer Pierce herself, and was curious to see how'd he'd react to the offer. When her Captain...

He's like a father to me, old Kiss

... had asked her why she'd chosen Officer Pierce she'd simply replied "Let's just say his record is unusual." It was the oddness that had attracted her eye, and she was curious if this strange man would fill the missing gap in her rotation. She suspected he had talents other officers lacked.

Thinking about the pending exchange, she put down her pen and opened his chart. She read from Pierce's current supervisor that Pierce was a good officer, great in hand to hand combat and a fantastic shot. She read that he took orders well and that he was a loyal member of his unit. However, the chart also said that he had a nasty temper, a rare medical condition that allowed him to only work after sundown and recently a slow decline in his efficiency. His supervisor suspected drugs or depression. Little was known about Scott Pierce after hours. He didn't seem to have a wife or girlfriend, and never spoke about a mother or even a roommate.

Lacy wanted him, if for nothing else to straighten him out or weed him off the force. She wasn't sure which would happen, but was confident she'd either make P.O. Pierce's career or break him apart. He had potential in her eyes, and she hated nothing else than wasted talent. She closed the file once she felt she knew enough to conduct a proper interview, and placed it in the drawer of her mahogany desk. She cleaned a little, although being the lead detective of her task force left her little time to care about appearances. She had only two personal affects on her desk, and both were photographs. The first was a picture of her Aunt Daphen; the wise old woman's eyes started out from the frame and in Lacy's mind she always heard the same sage advice:

Relax my darling.

Eat you skinny girl.

Your job is only part of life.

Your sister loved you. It was not your fault.

The other was Regina at twelve. She had a happy, youthful face and whenever she felt overwhelmed she would look at it for comfort. Regina always soothed her, and she was happy that even in death her sister's love could help her. For P.O. Pierce's interview she took both pictures and placed them in a drawer. She didn't know why. Everyone had pictures of loved ones. She felt guilty as she did it, and decided that the answer was simple; she didn't want to answer any questions about them.

The door was open and Lacy placed a rather long report in front of her to keep herself occupied. She wore a denim jacket over a navy blue button up shirt. Her badge and gun were strapped to her jeans. She wore brown work boots, efficient although not fashionable. She was dressed for field work while in the office, something she did often. Captain Kiss often told her that if she wanted to look like a real Sergeant to try wearing dress clothes now and again, but Lacy could never do it. She had no interest in appearance of that variety. Politicking in the office didn't help the people at all. She read the report and only the voice of Scott Pierce announcing himself would break her concentration. As she read her mind drifted a little.

For his sake he better be in uniform.

Scott stepped through the large glass doors labeled with the foggy letters C.P.D. in a large font.  The front area was quiet.  It was a tan colored rectangle room with a dark grey carpet.  Just ahead of the front doors was a tall rectangular desk.  On either side against the walls were padded metal chairs.  One man was occupying the space to Scott's right.  The man was handcuffed and slouching in his chair, his head bobbing up and down from exhaustion.  The man was most likely drunk and waiting to be placed in a cell.

Behind the desk was a wall with an opening at the end at each corner, leading into the noisier office area.  'Police Department' was written out on the wall above the desk in large metal letters.  Sitting behind the desk was an older heavy set black woman who worked the desk most nights.  Her fingernails tapping the letters of the keyboard always seemed to be what Scott heard the most before walking in the building.

Scott had actually dressed the part tonight.  His fitted black button down was tucked into his silver tailored dress pants.  His shoes, that were once shiny black, were now a bit muddy from a rainstorm that had just passed.  His gleaming gold badge rested on the right side of his belt buckle.  Scott's holster was also fully exposed.  Tonight he was wearing his tan leather one that wraps around his shoulders, allowing his large chrome Desert Eagle to hang at his ribs just under his left arm.

Scott approached the tall desk, placing his hands on the sanded finish.  The woman stopped typing and turned her swivel chair to face Scott.  She pulled her glasses down the bridge of her nose to look at Scott over the rims.  "Haven't seen you in here for a while, honey." She expressed, with a small sideways smile.  She was telling the truth.  Scott hadn't been to work in a little over two months since his incident at the opening night of Venture.  Something about him had changed.  The only reason he was still employed was his ability to work from home, which meant reading over a report every now and then, while avoiding calls from Captain Kiss every other day.  The last message he left for Scott last night was different.  Captain stated that he was to report to Sergeant Velez' office right away.  Scott assumed that this was his last night on the force.  Tonight he was getting fired.  He wondered why the Captain didn't just do it himself.  Scott had been expecting it for a while, hell, If Scott were in the Captain's shoes, he would make the same decision.  It was time that Scott faced this, like a man.  Something he hadn't been able to do in months.

Scott was actually happy to see Janice behind the desk. They had always gotten along well; they knew how to make each other laugh.  She was one of the few people he'd miss here.

"The Iron Lady has summoned me." Scott said with a smirk.  Sergeant Velez had earned that nick name from the guys around the force for being a stone cold bitch all the time.  Scott had never actually spoken to her at all.  She ran a different batch of guys on the force, so they never had to interact with one another.  Of course they would see each other around the office, on the way to the bathroom, or in the break room.  But Scott never looked her in the eye, in fear of turning to stone.

"Oop, now you know you ain't 'spose to be callin her that while you're in this building." Janice said with a small chuckle, shaking her head and waving her finger at him.  "She should be in her office, i'm sure she's waitin for ya."  Janice swiveled her chair back around to her computer, pushed her glasses back up and started typing again. "Good luck."

Scott murmured a 'thanks' and continued through the open doorway into the main office, but not before smiling at what he heard Janice say under her breath, "i'mma miss that fine ass."

Scott walked through the crowded office space.  The room was filled with a constant blur of noise, a combination of talking, typing, phones ringing, printers and foot steps on the cold linoleum floor.  Scott didn't say hi to anyone.  On his drive over he had made up his mind, he didn't care that he was being let go.  This job no longer served a purpose.  Mostly everything in his life had gone to shit, he didn't need to be here anymore.

He finally reached the Sergeant's office door, it was open.  Scott stepped into the door frame and stood at attention with his right hand clasped around his left wrist behind his back.  He saw the small framed woman sitting behind her mahogany desk, smoking a cigarette.  For a split second Scott thought about how he could probably bench press her with one arm.

"Sergeant Velez..."

Iron Lady.

"...you asked to see me?"

Lacy heard the voice of Scott Pierce and looked up from her report. She was pleased that he was on time and in uniform. However, her face didn't betray a single pleasant thought. She couldn't help but wonder what he was thinking about this meeting, and decided to ask him about it a little later on.

"Awe, you're here. Good. Close the door and take a seat will you, I'll be with you in a minute."

With that she lowered her gaze back to the report and wouldn't look up again until she'd singed it. She could've stopped reading and proceeded right away, but Lacy was not a woman who liked her rhythm broken. She also wanted to remind the good officer who exactly was waiting on who in this situation. She motioned to a plastic chair in front of her with a cloth padding that was altogether uncomfortable.  Her cigarette ash needed to be flicked but instead was placed and dangled from her mouth as she read.

Scott obeyed, and turned to close the door behind him.  But not before catching a glance of a few guys staring in his direction.  They were most likely putting down bets of what was being talked about.  A 'bet' was just another word for gossip around here.  Scott pushed the door closed, and left teh thought of gossip on the other side.  Scott took his time walking to the chair, looking around the office first, since this was the first time he'd stepped foot in the square room.  A cloud of cigarette smoke lingered around the ceiling.  The smell was disgusting.  Scott never enjoyed the smell of smoke, thought of it as repulsive actually.  The least she could do was open a window.

Scott sat down in the uncomfortable chair without making a sound.  He observed her desk; she was a busy woman by the looks of it. Papers stacked on folders stacked on papers.  Scott also noticed there were no personal artifacts occupying the desk, either she didn't have room or she didn't have anything personal to show off.  The Sergeant's sleeve was riding up a bit, and Scott noticed the initials tattooed on her wrist.

Interesting. Someone means something to her. She can't have that cold of a heart.

Scott began shaking his leg a little. He wasn't the most patient person in the world.  The sooner they got this over with the sooner he could leave.  She didn't seem the least bit interested in his being there, this irked Scott a bit.  She was focused on her report and not paying him the least bit of attention.  Scott rolled his eyes and slouched in his chair a bit.  He felt like his time was being wasted.

"Look," he said finally, "i know what you're gonna say, so say it so we can be done and i can leave."  Maybe the pressure of the gossip was getting to him.

The cigarette rotated in Lacy's mouth as Scott had what she would later call "a little outburst." Really, she thought. This is how he speaks to a Sergeant? She didn't even look up from her report when she responded.

"No offense meant, but the C.P.D. has been waiting on you for the last two months, you can give me five more minutes."

Lacy finally flicked her ash into a black and plain looking coffee mug that she used as an ashy tray. If Scott responded she didn't acknowledge it, even if he got up and left she wouldn't move an inch. She finished the report and by then had also finished her cigarette.  After signing and closing the report and putting out her ash, she finally looked up where Scott was still hopefully waiting. If he was she would finally speak to him.

"Now, since you know what I'm going to say, why don't you tell me what you think this is all about, because I'd be utterly shocked if you actually did."

Her look was hard as iron, fitting to her office nickname she knew noting about.  Her hands were folded in front of her on her desk. This boy needed a lesson in discipline and Lacy was going to teach it to him.

Scott shut his mouth and gripped the arms of the chair in frustration, because he knew she was right in her response.  The vampire loosened his grip before the metal bent under his hands.  He almost forgot he was amongst humans.  With a police station full of them, Scott had only heard a few make suspicion of supernaturals since his joining the force.  He guessed that The Iron Lady had no suspicion at all.  Vampires like Conner and Jake, who work in the supernatural community, never have to worry about such small things as showing an act of supernatural strength.

Although she was right, Scott's impatience still grew.  He did nothing but pretend to breath and tap his fingers on the arm rest.  Every tiny eye movement she made, reading from word to word seemed to annoy him.  Her cigarette was almost completely burned yet she ignored that as well.  Scott wanted to desperately to take it from her mouth and put it out for her.

Just kill her.

That voice surfaced again.  That inner rage that Scott tries to bury on a daily basis.  In an instant he pictured himself ripping her head off and throwing it out the window, all in such speed that no one would be able to tell what happened.  He closed his eyes for a moment, pushing that boiling feeling back down.  Then suddenly her voice slapped him out of it and his eyes popped open.

Finally.

Her body language was calm, but her words were riddled with subtext.  Scott had to remember for a moment what she was talking about.

"You wanted to see me so you could fire me."  That was all that needed to be said.

Lacy cocked an eye and unfolded her hands. She leaned back informally in her chair taking a deep breath as she responded.

"It wasn't what I had planned, although I think we can both say you've earned it. Your record over the last few months has been well." She paused, letting the depth of Scott's own guilt sink in.

"No Peirce," she continued. "If you were being fired your current supervisor would've seen to that. I have an offer for you."

She leaned forward again, pulling out a file from her desk with a briefing on Lacy's task force and then placed it within his reach.

"Flip through that and tell me what you think."

With that, she lit another "Red Apple" and leaned back, eyes staring intently at him. The edges of her mouth curled slightly, giving the closest thing Lacy Velez ever did to a smile. She waited.

Much to his surprise, Scott wasn't being fired.  A somewhat bulky folder was placed in front of him with the words 'Task Force' stamped on the front.  Scott raised an eyebrow and looked up at the woman in front of him.

"What is this? A promotion?"

Scott thought this had to be a joke, orchestrated by The Iron Lady and some of the other guys on the force.  This was the joke they told before giving him the real news of being let go.  Scott wondered if Janice was in on it too.  Everyone would have a laugh at Scott's expense.  Well he wasn't taking the bait.  He placed his four fingers on the manila folder and pushed it back toward his Sergeant.

"If you haven't noticed..." which she had. "...I don't do this anymore."  With that said Scott reached down and unclipped the gold badge from his belt.  With another swift movement he placed it, face down on the desk in front of him.  His hand rested on it for a moment.  Was he really letting this go?

Yes.

He let go of the badge with a sigh.  He was a changed man now, he didn't have the right head for this job anymore and he knew that.

"Now, are we done?" His tone was hallow.

Lacy couldn't believe what she was seeing. The wait list to join her task force was over fifty officers long and here P.O. Pierce was throwing it away. She took back the file and placed it unceremoniously in her desk. He was either very stupid or very depressed, neither of which served her well. She also took it somewhat personally that he'd so rebuked her offer. Detective-Seargeant Lacy Maria Velez did not get rejected often. Still, it was his choice. If he wanted to ruin his life what was it to her? But still....

"Yes were done," she said with a gruff tone that hinted at her anger. "But before you go you miserable little cry baby, let me ask you one thing. Why the fuck did you become a cop in the first place if your so eager to throw it away?"

She thought it was a valid question. Law enforcement was not an easy career decision. It took work, training and commitment. Even the worst cops started out with a purpose in mind, and in this city it certainly wasn't about the pay or a good retirement options. She thought briefly about why she'd joined the force. It was to do more good than harm in a life where the alternative was much easier. All formality dropped she stood up, waiting for an answer from the potential ex cop. The cigarette once again dangled from her mouth.

Scott was about to get up and leave after she stated they were done. But her next sentence pulled him back in the metal chair as if he had magnets implanted under his skin where he sat.  Her tone was harsh.  This was the first time The Iron Lady had actually spit iron at him.  This was the woman he had heard about.

He wanted so badly to tell her that something in him had changed. That he wasn't the same man he was when he first joined the force.  But he knew he couldn't without being mocked again, so he avoided telling her the real reason why he wanted to leave.

Her question made him think of his Father.  He was an honest, hard working, by the book sort of man.  He spent almost 45 years on the force.  Being a police office wasn't something Scott pictured for himself when he was younger.  The only reason he ended up going to the Police Academy was for his dad.  He told him he would try it. His dad agreed that if he graduated and didn't like it than he could go off and do whatever he wanted.  But Scott fell in love with it.  It's true, he didn't want to let it go, and he knew the Sergeant saw that with his hesitation to let his badge go.

Scott went silent. all he could do was stare at the woman who now stood behind the desk.  His mind filled with excuses but nothing came out of his mouth.

But suddenly the cloud lifted.  The static in his brain went silent and everything was clear.  Scott's head fell slowly, his eyes locked on the badge in front of him.  His next words were soft and sincere.

"I became a cop for the greater good of this country.  It's in my blood.  It was my destiny, to help those in need who can't help themselves.  I single handedly wanted to make this city a safer place.  It was my duty."

Scott was embarrassed now.  Embarrassed of removing his shield and surrendering it. Saying those words out loud made me him realize that law enforcement was what he was and always will be.

Lacy had hoped there was more to Scott, and she was beginning to think her hopes might be fulfilled. She sighed and turned her head to the floor as he finished speaking. She saw a lot of herself in him, a young person with a past, confused but trying. She could understand that. She sat back down and put out her cigarette so she could concentrate. Her eyes were still stern, but slightly softer and less angry. After she was sure Scott was done speaking did she consider his words and reply.

"So let me ask you this," she began, her tone more even and controlled. "How are you supposed to help anyone as just Scott Pierce?"

The question was a rhetorical one but if Scott did try to answer he'd find Lacy stepping over any words he might try to spit out.

"With that symbol you put on my desk," here she indicated his badge with a thrust of her thin pointer finger, "you can really help good people, who without you may not get justice. Are you willing to walk away from that son? Because if you are then you were never meant to be in this room and I have made a big mistake by brining you here."

Now she waited for a reply, her focus was on Scott like a laser, reading every line in his face, every twitch of his body. She wanted to know the real Scott Pierce.

Lacy's words dug deep into Scott.  He could picture his dad so clearly speaking those same lines.  Scott's eyes met hers for the first time.  He needed to do this. He couldn't give up.  Even though there was a battle growing inside him, this was one thing he couldn't let go of.  Scott thought about Bryant.  He had already failed him.  Conner seemed ashamed of him, and Jake was surely disappointed.  He hadn't spoken to either of them in months.  Everything was changing, but this could be the one constant, the one thing that stayed the same.

He thought of his father again. he had never failed him like Scott failed Bryant.  Scott's father would never walk away from the force.  In that moment, where ever his dad was, he wanted to make him proud.  Scott reached for his badge again and flipped it over in his palm.  He took a good hard look at it's face, the face of justice.  He took a beat and brought it back down and clipped it to his belt.  He eyes met the iron pupils of Lacy again.

"i'm in."  A weight seemed to be lifted from his shoulders. "What is it you want me to be a part of?"  He was no longer convinced this was a joke.

Good, Lacy thought. Now we're getting somewhere.

She opened her desk and removed the file, placing it before Scott for a second time. She was glad she'd gotten through to him. She knew she had a reputation for being a bitch, but sometimes tough love was what people needed. Lacy would always be there to provide it.

"Read it over," she barked. "If you accept you'll be under my command. Think you can handle that?"

Any answer other than "yes Sergeant Velez" or something close to it would be met with a resounding chewing out.

Scott didn't answer back, instead he watched the thick folder plop down on the desk in front of him.  He gave Lacy a glance before picking up the folder and placing it in his lap.  He opened it slowly, as to make sure paper wouldn't fly onto the floor.  His Vampire eyes skimmed the words quickly with ease.  He moved from one page to the next, but made sure not to make it too obvious that he could speed read through the whole file.

Scott felt her eyes on him and could practically feel her breath from where she was sitting.  She obviously needed him, or else she wouldn't have fought so hard. But why?  Scott stopped reading after the third page and closed the file, setting it back on the desk.

He looked up at Lacy now, his fingernails scratching the stubble on his face.

"Ok, so you want me on your Task Force." he raised his eyebrows, "But why? For what?"  There are a hundred guys that the Captain could have recommended for this position, but instead it was Scott that was sitting here in The Iron Lady's office.  "As you probably know, I don't exactly do well with taking orders."

"We can fix that," Lacy said, her voice a mix between stern and purring. She took back the file, not surprised that he didn't read the whole thing. Nobody ever read anything anymore. She thought for a few seconds about Scott's question, not exactly sure how to respond. She didn't want to say anything that gave him an unwarranted sense of self importance, but at the same time she wanted to tell the truth. She took the file and placed it back in her desk. The thud it made almost seemed comical and went on to mock it's thickness.

"I don't like wasted potential Pierce. You could be a great member of this community and of this agency. As of right now, you're dead weight. You're here to be made or broken... by me. "

She leaned forward on her last two words and stared deep into Scott's onlooking eyes. She wanted him to fear her a little. Fear in your superior could be a good thing, at least until respect took it's place.

"You understand?"
